कपास भुगतान: कपास उत्पादकों का बकाया सीसीआई के पास फंसा हुआ हैजलगांव समाचार : भारतीय कपास निगम (सीसीआई) के विभिन्न खरीद केंद्रों पर कपास बेचने वाले कई किसानों को अभी तक उनका भुगतान नहीं मिला है। बैंक खाते का आधार से लिंक नहीं होने, जनधन खातों की सीमा सीमित होने और अन्य कारणों से भुगतान नहीं मिलने से किसानों को दिक्कतों का सामना करना पड़ रहा है.चूँकि बाज़ार में कपास की कीमत गारंटीशुदा कीमत के बराबर नहीं थी, इसलिए कई लोगों ने 'सीसीआई' के केंद्रों में कपास बेची। उस वक्त किसानों के बैंक खाते और आधार की डिटेल भी ली गई थी. कपास बेचने के बाद भी आधार और सातबारा ले लिया।खरीदी सेंटर के संबंधित ने दावा किया कि दो दिन में भुगतान बैंक खाते में पहुंच जाएगा। लेकिन सात-आठ दिन बाद भी भुगतान बैंक खाते में नहीं पहुंचा है और किसान असमंजस में हैं। किसान यह जानने के लिए बैंकों और सीसीआई के केंद्रों पर जा रहे हैं कि कोई चूक तो नहीं हो रही है।कुछ किसानों के बैंक खाते सीमित हैं या वे केवल मजदूरी या सरकारी योजनाओं से छोटी धनराशि प्राप्त कर सकते हैं। इसमें 50 हजार रुपये या एक या दो लाख रुपये नहीं आ सकते. कुछ बैंक खातों के नाम आधार से मेल नहीं खाते। इसलिए वे आधार से लिंक नहीं हैं. कई बैंक खाते आधार से लिंक नहीं हैं.कई किसानों को बैंक जाकर नया बैंक खाता खुलवाना होता है. बैंक कह रहे हैं कि वे सात से आठ दिन में नया बैंक खाता खोल देंगे. इससे बकाएदारों को और देरी हो रही है। खानदेश में 250 से ज्यादा किसानों का बकाया विभिन्न कारणों से सीसीआई के पास फंसा हुआ है.मांग है कि 'सीसीआई' उस किसान के नाम पर चेक जारी करे जिसके नाम पर कपास बेचा गया है. क्योंकि कई किसान बूढ़े हो चुके हैं, इसलिए वे नया बैंक खाता नहीं खोल पाते हैं या रोज़-रोज़ बैंकों, सीसीआई कार्यालयों के चक्कर नहीं लगा पाते हैं। इसके चलते किसानों को सातबारा, आधार आदि का विवरण जांच कर दिया जाए। किसानों की मांग है कि उन चेकों को राष्ट्रीयकृत और सहकारी बैंकों में स्वीकार किया जाए और किसानों को तुरंत भुगतान मिल जाए.

भारतीय कपड़ा उद्योग ईएलएस कपास पर आयात शुल्क हटाने का स्वागत करता है भारतीय कपड़ा उद्योग ने न केवल एक्स्ट्रा-लॉन्ग स्टेपल (ईएलएस) कपास पर आयात शुल्क हटाने के कदम का स्वागत किया है, बल्कि यह भी उम्मीद है कि सरकार को जल्द ही कपास की अन्य किस्मों पर शुल्क खत्म करने की आवश्यकता का एहसास होगा। इस फैसले के बाद, बाजार धारणा पर तत्काल दबाव के कारण गुजरात बाजार में कपास की कीमतें 356 किलोग्राम की प्रति कैंडी 600 रुपये कम हो गईं। हालांकि, बुधवार को कीमतों में कुछ हद तक सुधार आया। केंद्र सरकार ने ईएलएस कॉटन पर आयात शुल्क हटा दिया है. देश ईएलएस कपास के आयात पर बहुत अधिक निर्भर है। वर्तमान में, सूती धागे की बारीक गिनती के लिए उपयोग किए जाने वाले कच्चे माल पर लगभग 11 प्रतिशत आयात शुल्क लागू है। टीटी इंडस्ट्री के प्रबंध निदेशक और भारतीय कपड़ा उद्योग परिसंघ (सीआईटीआई) के पूर्व अध्यक्ष को बताया, “यह एक योग्य कदम है। हमें उम्मीद है कि कपास की अन्य किस्मों पर आयात शुल्क की जल्द या बाद में समीक्षा की जाएगी। सरकार को उद्योग की प्रतिस्पर्धात्मकता और एमएसपी के माध्यम से किसान की सुरक्षा के बीच संतुलन बनाए रखना होगा। उन्होंने कहा कि भारत ईएलएस कपास का शुद्ध आयातक है क्योंकि देश आवश्यकताओं को पूरा करने के लिए पर्याप्त कपास नहीं उगाता है। आयात शुल्क ने 60/1 और उससे अधिक के धागे से बने भारतीय मूल्यवर्धित उत्पादों को महंगा बना दिया था। किसानों को कोई फायदा नहीं हुआ. सरकार ने एक गलती को सुधार लिया है. महाराष्ट्र के इचलकरंजी के पावरलूम मालिक भरत शाह ने बताया, “आयात शुल्क हटाने से हाई-एंड फैब्रिक की कपड़ा मूल्य श्रृंखला में कुछ राहत मिल सकती है। अच्छी गुणवत्ता वाले कपड़े और परिधानों के लिए उत्पादन लागत थोड़ी कम हो सकती है।'' उन्होंने कहा कि कॉटन के मार्केट सेंटीमेंट पर कुछ दिनों तक ही मनोवैज्ञानिक असर देखने को मिल सकता है. सरकार के फैसले से कुल मिलाकर बाजार की गतिशीलता नहीं बदलेगी।दिल्ली के एक प्रमुख सूती धागा व्यापारी ने कहा कि कुल कपास की आवश्यकता में से ईएलएस कपास की खपत बहुत कम है। इसलिए इस फैसले का बहुत सीमित असर होगा. यह गुजरात के शंकर-6 कपास का स्थान नहीं ले सकता क्योंकि ईएलएस कपास बहुत महंगा है। व्यापार सूत्रों ने कहा कि खबर सामने आने के बाद मंगलवार को गुजरात बाजार में कपास की कीमतें 600 रुपये प्रति कैंडी तक कम हो गईं। कपास खरीदारों के इंतजार करो और देखो की नीति के कारण धारणा कमजोर हुई। हालाँकि, बुधवार को कीमतों में ₹200 प्रति कैंडी की बढ़ोतरी हुई।

सीएआई ने 2023-24 कॉटन सीज़न के लिए अपना जनवरी का कॉटन प्रेसिंग अनुमान 294.10 लाख गांठ पर बरकरार रखा हैकॉटन एसोसिएशन ऑफ इंडिया (सीएआई) ने 2023-24 सीज़न के लिए कपास की प्रेसिंग संख्या के जनवरी के अनुमान को 294.10 लाख गांठ 170 किलोग्राम पर बरकरार रखा है। जनवरी 2024 के अंत तक कुल कपास आपूर्ति 210.05 लाख गांठ होने का अनुमान है, जिसमें आगमन, आयात और शुरुआती स्टॉक शामिल है। जनवरी 2024 के अंत तक कपास की खपत 110.00 लाख गांठ होने का अनुमान है, जबकि 31 जनवरी 2024 तक निर्यात शिपमेंट 9.00 लाख गांठ होने का अनुमान है।सीएआई ने जनवरी 2024 के अंत में स्टॉक 91.05 लाख गांठ होने का अनुमान लगाया है, जिसमें कपड़ा मिलों के पास 41.00 लाख गांठ और सीसीआई, महाराष्ट्र फेडरेशन और अन्य के पास शेष 50.05 लाख गांठ शामिल है। 2023-24 सीज़न के अंत तक (30 सितंबर, 2024 तक) कुल कपास आपूर्ति 345 लाख गांठ होने का अनुमान है।सीएआई की फसल समिति ने 20 फरवरी, 2024 को अपनी बैठक में 2023-24 सीज़न के लिए कपास की खपत का अनुमान 311 लाख गांठ बनाए रखा। सीजन के लिए कपास प्रेसिंग का अनुमान 294.10 लाख गांठ है। सीजन के लिए कपास का आयात 22 लाख गांठ और निर्यात 14 लाख गांठ होने का अनुमान है। 30 सितंबर, 2024 तक अंतिम स्टॉक 20 लाख गांठ होने का अनुमान है।

तेलंगाना ने सीसीआई से कीमतों में गिरावट रोकने के लिए कपास की खरीद जारी रखने का आग्रह किया हैतेलंगाना के कृषि मंत्री तुम्मला नागेश्वर राव ने भारतीय कपास निगम (सीसीआई) से राज्य में कपास की खरीद जारी रखने का आग्रह किया है। यह अनुरोध इसलिए आया है क्योंकि किसानों के पास अभी भी 2023-24 के ख़रीफ़ सीज़न की कपास की पर्याप्त मात्रा बची हुई है।इस सीज़न के दौरान, किसानों ने 44.92 लाख एकड़ में कपास की खेती की, जिसका अनुमानित उत्पादन 25.02 लाख टन था। सीसीआई ने राज्य सरकार के सहयोग से 285 कपास खरीद केंद्र स्थापित किए, न्यूनतम समर्थन मूल्य पर 5.36 लाख से अधिक किसानों से 8,569.13 करोड़ रुपये मूल्य की 12.31 लाख टन कपास खरीदी। इसके अतिरिक्त, निजी व्यापारियों ने किसानों से 4.97 लाख टन कपास खरीदा।किसानों से 7.1 लाख टन अतिरिक्त कपास आने का अनुमान है, कुछ जिलों में तीसरी कटाई अभी भी जारी है, और पहली और दूसरी कटाई की कुछ मात्रा अभी भी किसानों के पास है। अंतरराष्ट्रीय बाजारों में कपास की मौजूदा उच्च मांग और कीमतों को देखते हुए, मंत्री ने सीसीआई द्वारा अपनी खरीद जारी रखने के महत्व पर जोर दिया।मंत्री ने इस बात पर प्रकाश डाला कि सीसीआई खरीद बंद करने से फाइबर फसल के बाजार मूल्यों पर प्रतिकूल प्रभाव पड़ सकता है, जिससे कृषक समुदाय को नुकसान हो सकता है। ऐसे मामलों में जहां कपास की आवक कम गुणवत्ता वाली है, मंत्री ने सुझाव दिया कि सीसीआई स्थापित प्रथाओं का पालन करते हुए उपलब्धता के आधार पर कीमत निर्धारित कर सकती है।

However, prices improved to some extent on Wednesday.The Central Government has removed import duty on ELS cotton. The country is heavily dependent on imports of ELS cotton. At present, around 11 per cent import duty is applicable on raw material used for fine counting of cotton yarn. “This is a worthy step,” said managing director of TT Industries and former president of the Confederation of Indian Textile Industry (CITI). We hope that the import duty on other varieties of cotton will be reviewed sooner or later.The government has to maintain a balance between the competitiveness of the industry and the protection of the farmer through MSP. He said India is a net importer of ELS cotton as the country does not grow enough cotton to meet the requirements. Import duty had made Indian value-added products made from yarn of 60/1 and above expensive. The farmers did not get any benefit. The government has rectified a mistake.“The removal of import duty may provide some relief to the textile value chain of high-end fabrics,” said Bharat Shah, a powerloom owner from Ichalkaranji in Maharashtra. For good quality clothes and garments, the production cost may be slightly reduced. He said that the psychological impact on the market sentiment of cotton may be seen only for a few days. The overall market dynamics will not change due to the government's decision.A leading cotton yarn trader from Delhi said that the consumption of ELS cotton is very less out of the total cotton requirement. Therefore this decision will have very limited impact. It cannot replace Shankar-6 cotton of Gujarat as ELS cotton is very expensive. They are yet to move their stock to the procurement centres. The third picking is expected to add more than 7 lakh tonne to the stocks with the farmers. The CCI had already assured to continue the purchase centres open in collaboration with the State government.The State’s contribution of cotton for the 2023-24 season has been projected to be over 48 lakh bales, which in deed would be the third highest in the country after Gujarat and Maharashtra. Cotton crop was raised in 44.92 lakh acres this season. Telangana urges CCI to continue cotton purchases to prevent price fallThe Minister for Agriculture in Telangana, Tummala Nageswara Rao, has urged the Cotton Corporation of India (CCI) to continue its cotton procurement in the state. This request comes as farmers still have a substantial quantity of cotton from the 2023-24 kharif season left in their possession.During this season, farmers cultivated cotton in 44.92 lakh acres, with an estimated production of 25.02 lakh tonnes. The CCI, in collaboration with the State government, established 285 cotton purchase centers, purchasing 12.31 lakh tonnes of cotton valued at ₹8,569.13 crore from over 5.36 lakh farmers at the minimum support price. કપાસની ચુકવણી: કપાસ ઉત્પાદકોના લેણાં CCI સાથે અટવાયેલા છેજલગાંવ સમાચાર: કોટન કોર્પોરેશન ઓફ ઈન્ડિયા (CCI) ના વિવિધ ખરીદ કેન્દ્રો પર કપાસનું વેચાણ કરતા ઘણા ખેડૂતોને હજુ સુધી તેમનું પેમેન્ટ મળ્યું નથી. બેંક ખાતાને આધાર સાથે લિંક ન કરવા, જન ધન ખાતાની મર્યાદિત મર્યાદા અને અન્ય કારણોસર ચુકવણી ન મળવાને કારણે ખેડૂતોને મુશ્કેલીનો સામનો કરવો પડી રહ્યો છે.બજારમાં કપાસની કિંમત ગેરંટી કિંમત જેટલી ન હોવાથી ઘણા લોકોએ 'CCI' કેન્દ્રોમાં કપાસનું વેચાણ કર્યું હતું. ત્યારે ખેડૂતોના બેંક ખાતા અને આધારની વિગતો પણ લેવામાં આવી હતી. કપાસ વેચ્યા બાદ પણ આધાર અને સાતબારા લેવામાં આવ્યા હતા.ખરીદ કેન્દ્રના અધિકારીએ દાવો કર્યો હતો કે બે દિવસમાં ચુકવણી બેંક ખાતામાં પહોંચી જશે. પરંતુ સાત-આઠ દિવસ બાદ પણ બેંક ખાતામાં પેમેન્ટ ન પહોંચતા ખેડૂતો મુંઝવણમાં મુકાયા છે. ખેડૂતો બેંકો અને સીસીઆઈ કેન્દ્રોની મુલાકાત લઈ રહ્યા છે કે શું કોઈ ભૂલ થઈ રહી છે.કેટલાક ખેડૂતો પાસે મર્યાદિત બેંક ખાતા હોય છે અથવા તેઓ વેતન અથવા સરકારી યોજનાઓમાંથી માત્ર થોડી રકમ મેળવી શકે છે. તેમાં રૂ. 50 હજાર અથવા રૂ. 1 કે 2 લાખનો સમાવેશ થઈ શકે નહીં. કેટલાક બેંક ખાતાના નામ આધાર સાથે મેળ ખાતા નથી. તેથી તેઓ આધાર સાથે જોડાયેલા નથી. ઘણા બેંક ખાતાઓ આધાર સાથે જોડાયેલા નથી.ઘણા ખેડૂતોએ બેંકમાં જઈને નવું બેંક ખાતું ખોલાવવું પડે છે. બેંકો કહી રહી છે કે તેઓ સાતથી આઠ દિવસમાં નવું બેંક એકાઉન્ટ ખોલશે. જેના કારણે ડિફોલ્ટરોને વધુ વિલંબ થઈ રહ્યો છે. ખાનદેશમાં 250 થી વધુ ખેડૂતોના લેણાં વિવિધ કારણોસર CCI પાસે અટવાયેલા છે.જે ખેડૂતના નામે કપાસ વેચાયો છે તેના નામે 'સીસીઆઈ' ચેક ઈશ્યુ કરે તેવી માંગ છે. કારણ કે ઘણા ખેડૂતો વૃદ્ધ થઈ ગયા છે, તેઓ નવું બેંક ખાતું ખોલી શકતા નથી અથવા બેંકો અને CCI કચેરીઓની રોજ મુલાકાત લઈ શકતા નથી. જેના કારણે ખેડૂતોએ સાતબારા, આધાર વગેરેની વિગતો તપાસવી જોઈએ. ખેડૂતોની માંગ છે કે તે ચેક રાષ્ટ્રીયકૃત અને સહકારી બેંકોમાં સ્વીકારવામાં આવે અને ખેડૂતોને તાત્કાલિક ચુકવણી મળે.

તેલંગાણા: CCIએ 12.31 લાખ ટન કપાસની ખરીદી કરી હતીરાજ્યના લગભગ તમામ કપાસ ઉત્પાદક જિલ્લાઓમાં કપાસની ત્રીજી ઉપાડ ચાલી રહી છે અને પ્રથમ અને બીજી ઉપાડનો જંગી સ્ટોક હજુ પણ ઉત્પાદકો પાસે પડ્યો છે.હૈદરાબાદ: રાજ્યના લગભગ તમામ કપાસ ઉત્પાદક જિલ્લાઓમાં કપાસની ત્રીજી ઉપાડ ચાલી રહી છે અને પ્રથમ અને બીજી ઉપાડનો જંગી સ્ટોક હજુ પણ ઉત્પાદકો પાસે પડ્યો છે. ગયા અઠવાડિયે સદાશિવપેટ નગરમાં ખરીદીની કામગીરીને સ્થગિત કરવાના CCIના અચાનક નિર્ણયથી સર્જાયેલી ગભરાટમાંથી બહાર આવતાં, ખેડૂતોએ સિઝનના અંત સુધી તમામ કેન્દ્રો પર ખરીદી ચાલુ રાખવા માટે સરકારી સમર્થનની આશા રાખવાનું શરૂ કર્યું.ખેડૂતોના ભયને દૂર કરવા રાજ્ય સરકારનું સત્તાવાર તંત્ર કેન્દ્રો પર પહોંચી ગયું હતું. સરકારે સીસીઆઈને પત્ર લખીને તેના તમામ પ્રાપ્તિ કેન્દ્રોને કાર્યરત રાખવા માટે પગલાં લેવાની માંગ કરી હતી કારણ કે ખેડૂતો પાસે હજુ પણ તેમની અડધાથી વધુ ઉપજ તેમની પાસે પડી છે.આંતરરાષ્ટ્રીય બજારમાં ઊંચા ભાવને જોતાં ઉત્પાદકોને ભાવમાં વધુ વધારો થવાની અપેક્ષા હતી. તેઓ હજુ સુધી તેમના સ્ટોકને પ્રાપ્તિ કેન્દ્રો પર લઈ જવાના છે. ત્રીજા લિફ્ટિંગથી ખેડૂતો પાસેના સ્ટોકમાં 7 લાખ ટનથી વધુનો વધારો થવાની ધારણા છે. સીસીઆઈએ રાજ્ય સરકારના સહકારથી ખરીદ કેન્દ્રો ખુલ્લા રાખવાની ખાતરી આપી હતી.2023-24 સીઝન માટે કપાસમાં રાજ્યનું યોગદાન 48 લાખ ગાંસડીથી વધુ હોવાનો અંદાજ છે, જે વાસ્તવમાં ગુજરાત અને મહારાષ્ટ્ર પછી દેશમાં ત્રીજો સૌથી મોટો હશે. આ સિઝનમાં 44.92 લાખ એકરમાં કપાસનો પાક થયો હતો. સીસીઆઈએ એમએસપી ઓફર કરનારા 5.36 લાખ ખેડૂતો પાસેથી રૂ. 8,569 કરોડની કિંમતના 12.31 લાખ ટનની ખરીદી કરી લીધી છે, જ્યારે ખાનગી વેપારીઓએ 5 લાખ ટનથી વધુની ખરીદી કરી છે.સરકાર લોંગ-સ્ટેપલ કપાસ માટે ક્વિન્ટલ દીઠ રૂ. 7,020 અને મધ્યમ- મુખ્ય કપાસ માટે રૂ. 6,620 પ્રતિ ક્વિન્ટલ લઘુત્તમ ટેકાના ભાવ આપી રહી હતી. અમુક સ્થળોએ નોંધાયેલા અસ્વીકારના કિસ્સાઓ મુખ્યત્વે ગુણવત્તાની સમસ્યાઓના કારણે હતા. ખેડૂતોને માર્કેટ યાર્ડમાં લઈ જવામાં આવેલા સ્ટોકમાં ભેજ આઠ ટકાથી વધુ ન રહે તેની ખાતરી કરવા જણાવાયું છે.

તેલંગાણાએ CCIને ભાવમાં ઘટાડો અટકાવવા માટે કપાસની ખરીદી ચાલુ રાખવા વિનંતી કરીતેલંગાણાના કૃષિ મંત્રી તુમ્માલા નાગેશ્વર રાવે કોટન કોર્પોરેશન ઓફ ઈન્ડિયા (CCI)ને રાજ્યમાં કપાસની ખરીદી ચાલુ રાખવા વિનંતી કરી છે. 2023-24ની ખરીફ સિઝન માટે ખેડૂતો પાસે કપાસનો પૂરતો જથ્થો બાકી હોવાથી આ વિનંતી આવી છે.આ સિઝન દરમિયાન ખેડૂતોએ 44.92 લાખ એકરમાં કપાસનું વાવેતર કર્યું હતું, જેમાં અંદાજિત 25.02 લાખ ટન ઉત્પાદન થયું હતું. સીસીઆઈએ રાજ્ય સરકાર સાથે મળીને 285 કપાસ ખરીદ કેન્દ્રોની સ્થાપના કરી, લઘુત્તમ ટેકાના ભાવે 5.36 લાખથી વધુ ખેડૂતો પાસેથી રૂ. 8,569.13 કરોડની કિંમતના 12.31 લાખ ટન કપાસની ખરીદી કરી. વધુમાં, ખાનગી વેપારીઓએ ખેડૂતો પાસેથી 4.97 લાખ ટન કપાસની ખરીદી કરી હતી.વધારાનો 7.1 લાખ ટન કપાસ ખેડૂતો પાસેથી આવ્યો હોવાનો અંદાજ છે, કેટલાક જિલ્લાઓમાં હજુ ત્રીજી કાપણી ચાલુ છે, અને પ્રથમ અને બીજી કાપણીનો કેટલોક જથ્થો હજુ ખેડૂતો પાસે છે. આંતરરાષ્ટ્રીય બજારોમાં કપાસની વર્તમાન ઊંચી માંગ અને ભાવને જોતાં મંત્રીએ CCI દ્વારા તેની ખરીદી ચાલુ રાખવાના મહત્વ પર ભાર મૂક્યો હતો.મંત્રીએ હાઇલાઇટ કર્યું કે CCI પ્રાપ્તિ બંધ થવાથી ફાઇબર પાકના બજાર ભાવો પર પ્રતિકૂળ અસર પડી શકે છે, જેનાથી ખેડૂત સમુદાયને નુકસાન થાય છે. એવા કિસ્સામાં જ્યાં કપાસનું આગમન હલકી ગુણવત્તાનું હોય, મંત્રીએ સૂચવ્યું કે CCI સ્થાપિત પ્રથાઓને અનુસરીને ઉપલબ્ધતાના આધારે કિંમત નક્કી કરી શકે છે.
