Procurement of cotton under MSP operations increasing in Odisha: Union ministerProcurement of cotton under minimum support price (MSP) operations has been increased in Odisha. In 2018-19, only six percent of cotton were procured under the MSP operations, but it is 41 percent in 2020-21. Union minister of state for textiles Darshana Jardosh told Rajya Sabha about this on Friday.MSP operation of cotton is a sovereign function of the Centre to safeguard the cotton farmers from any eventuality of distress sales. To ensure the benefit of MSP to large section of cotton farmers, the Cotton Corporation of India Ltd (CCI) is appointed as a nodal agency under the ministry of textiles for undertaking MSP operations of cotton directly from the cotton farmers duly identified by the state government officials without involving any middlemen.Cotton is being procured between October and June. The state was producing four lakh cotton bales (one bale is 170kg of cotton) in 2018-19, but only 0.25 lakh cotton bales were procured under MSP operations in that year by spending Rs 70.78 crore. It was six percent of the total production.In 2019-20, around 1.61 lakh bales were procured under MSP operations against the production of four lakh cotton bales. Percentage of the procurement was 40 percent with value of Rs 435.4 crore. In 2020-2021, 2.05 lakh bales (41 percent) of Rs 621.8 crore have been procured against the production of 4.99 lakh bales, official sources said.Only 5000 farmers were getting MSPs in 2018-19, but this number has been increased to 40,000 in 2020-21, said the minister. She said CCI officials remain present at procurement centres right from the beginning of the cotton season till end to ensure minimum support prices to the cotton farmers wherever prevailing prices of fair average quality (FAQ) grade kapas fall below MSP.Government sources said cotton is cultivated in the districts of Kalahandi, Balangir, Rayagada, Nuapada, Sonepur, Bargarh, Gajapati, Ganjam, Koraput, Boudh and Kandhamal. It was cultivated at an area of 1.69 lakh hectare in 2019-20 in 11 districts. It has been increased to 1.71 lakh hectare in the financial year of 2020-21. CCI has a branch office in Rayagada along with 14 procurement centres in nine districts.In February this year, cotton bales from Odisha were exported to Bangladesh via railway for the first time. As many as 2471.5 MT (metric tonne) of cotton bales procured by the CCI from Odisha farmers were transported from Junagarh station in Kalahandi district to Benapole station in Bangladesh.

USDA: India’s cotton production in 2021/22 is expected to be 28 million balesThe US Department of Agriculture's Overseas Agricultural Service (FAS) in Mumbai issued a report on Wednesday that India’s cotton production in the 2021/2022 market year is expected to be 28 million bales (1 bale = 480 pounds), and the planting area is 12.4 million hectares.The rains in early October delayed the harvest, but the speed of the arrival of goods increased, which is expected to drag down prices.The report predicts that cotton consumption is expected to be 26 million bales due to strong export demand for cotton yarn and textiles.“Exports are still strong, but rising freight costs and delivery delays have become a major challenge. Duty-free access sought from UAE for eggs, textiles, spicesIndia has sought duty-free market access for its spices, eggs, cheese and textiles in the UAE as part of the free-trade agreement it is negotiating with the grouping.At present, the UAE has banned poultry imports from India due to concerns over bird flu while India's textile exports are levied a 5% duty.As per the official, the UAE is keen to get duty concessions for dates, confectionery and sugar-based products.India is keen to get duty-free access for its fresh and frozen bovine meat, cheese, spices, certain organic chemicals and paper products. It has identified 1,100-odd products including washing machines, ACs, refrigerators, spices, tobacco, cotton fabrics, textiles and leather whose exports it wants to increase through the pact."Politically, this agreement is important as Pakistan was insisting the UAE to not ink any pact with India but the UAE has ignored it," said a trade expert, adding that India stands to gain in services and could push for long-term business visas with the UAE.

*USDA RAISES COTTON PRODUCTION OUTLOOK**The USDA has increased its 2021 production estimate for upland cotton.**The crop is now seen at 17.91 million bales, up 58,000 from November with a slightly higher average yield estimate, now at 877 pounds per acre, compared to 874 last month. That’s also nearly 4 million bales larger than the 2020 total due to bigger planted area along with a better average yield. 2020 production totaled 14.061 million bales with an average yield of 835 pounds per acre.**Cottonseed production is pegged at 5,576,000 tons, compared to 4,509,000 a year ago.**The USDA left domestic ending stocks for all types of cotton unchanged on the month with that higher production estimate canceled out by a rise in unaccounted for use, while world ending stocks were down just over a million tons. The average farm price for U.S. upland cotton held at $.90 per pound.**The USDA tightened the balance sheet for U.S. rice. The domestic rice carryout is estimated at 34.5 million hundredweight, down a half a million on the month due to reduced expectations for both imports and exports. The average farm price was steady at $14.80 per hundredweight.
